update: after finally giving up and sleeping for 4.5 hrs ... i tried to run the eve online launcher as administrator with no success, then i tried to re-run the "repair" tool - as ADMINISTRATOR - and this time it downloaded and patched successfull...

in launcher > appdata it states eve_online_launcher 2.1.655067.win32 ... it is stuck in OFFLINE mode is it due to server congestion ? as i am in Australia ?? any ideas CCP ???
